故事发生在西南边陲桂明市。 桂明市一举破获“6.18”武装贩毒要案,但其中的种种疑点，引起了缉毒警察张海、刘仰的注意。经过周密的调查，他们怀疑这根本是一起假案！而假案的背后，隐藏着毒枭更加险恶的阴谋！刘仰很快就遭到暗杀，张海虽然侥幸逃脱，家人却惨遭毒贩的杀害。与此同时，缉毒大队的女警花陈梓岚，一心与毒贩们做殊死搏斗，却不料自己深陷在毒贩布下的亲情陷阱里，无意中竟成为毒贩的眼线。 年轻美丽的泰国凤凰集团董事长何倩倩，开始频频与桂明市政府走动，她的才华和魅力很快获得了市长孙长瑞的青睐，然而她的目的，仅仅是为了和政府搞好公关，好让凤凰大酒店有个官场靠山吗？香港黑帮老大魏堂主、港商林平、金三角毒枭岩晃、青年警官许文聪先后涌向桂明市，他们的真实身份到底如何？他们又有着怎样的阴谋或怀着怎样的使命呢？ 为了彻底摧毁桂明市的制、贩毒集团，公安部与国际刑警联合制定了从“6.18”大案入手，代号“中华之剑”的专案行动。然而道高一尺、魔高一丈，毒枭把张海、陈梓岚等缉毒警察视为眼中钉，利用其在政府和公安高层中的内线策动了一系列的阴谋……习惯了贫穷、劳累、生命威胁的缉毒战士们，这一次所面临的，是前所未有的凶险和考验……
